The draft decision of the Government of the Republic of Armenia, developed by the Ministry of Environment, was approved at the Government meeting

The need to adopt the project is primarily due to the adoption of the law "On the Protection of the Ozone Layer", the subject of regulation of which was expanded and included hydrofluorocarbons, which are greenhouse gases.
The new legal regulations enshrined in law are in line with Armenia's international obligations, which must also be reflected in laws. For this purpose, the Government shall establish a procedure for the proper implementation of the statutory responsibilities of the entities carrying out economic activities in the sphere, as well as for the performance of the functions of the authorized state body, according to which the reports submitted by the economic entities shall be accounted for.
At the same time, when adopting the draft, it becomes necessary to invalidate subparagraph 5 of paragraph 5 of the Procedure approved by Annex No. 1565-n to the decision of December 27, 2007 "On approval of the Accounting Procedure for substances that destroy the Ozone layer and hydrofluorocarbons", according to which the authorized body takes into account the annual report on the use of individual quotas for the import of substances and hydrofluorocarbons that destroy the ozone layer.
In this sphere the Republic of Armenia continues to fulfill its international obligations under the Vienna Convention on the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer. Therefore, it is necessary to ensure new law and order in the sphere for the effective use of structures of sectoral significance.
The settlement will make it possible to more effectively fulfill international obligations and ensure effective legal regulation of public relations.
