Liability is imposed for improper water resource utilization

The draft on "Making Amendments and Supplements to the Code of the Republic of Armenia on Administrative Offenses" - submitted by RA Deputy Minister of Environment Tigran Simonyan - was adopted in the second reading at  National Assembly. 
Article 1 of the draft proposes to supplement Article 63 of the Code of the Republic of Armenia on Administrative Offenses with new paragraphs, according to which administrative responsibility has been imposed for discharging torrential (flood) water sanitation and/or drainage systems (except for torrential and drainage water  respectively) into wastewater, receiving  torrential (except for the cases provided by the draft documents for the construction and reconstruction of the water sanitation system) and/or drainage into centralized water discharge  system, as well as contamination and pollution of water irrigation systems.  
Articles 2 to 3 of the draft define administrative liability for the entry and exit of swimming means envisaged for industrial fishing at Lake Seven out of the  designated districts, as well as drive swimming means and bringing swimming means to shore or removing out of the zones separated by special signs  in coastal areas. The regulations are focused on ensuring the safety of those having their leisure on the beaches  and swimmers, to exercise relevant control and supervision over the use of permitted resource during industrial hunting at Lake Sevan, as well as pursuing a policy to prevent violations.
Article 4 of the draft clarifies the powers of the Authorized Body of Water Management  Systems in respect to  the investigation of cases on administrative violations of the Authorized Body of Water Management  Systems or Water-related Organizations of that System, as well as with reference to imposing administrative fines.
