"Environmental Impact Expertise Center" SNCO should become a completely new structure empowered with new and powerful capacities

In our country there is an essential to review the Environmental Impact Assessment - the EIA expert institute - to reorganize the expert process, to fundamentally change the expert process.
By the order of Minister of Environment Romanos Petrosyan, a working group was set up in the Ministry of Environment months ago, which is actively working on drafting the new RA law on  “Environmental Impact Assessment and Expertise".
The adoption of the new law is expected to firstly amend the public perception of the process of new quality Environmental Impact Assessment and establishment of Strategic Environmental Assessment Institute. The entire process of EIA expertise and procedures should be amended.
What we have today do not meet the current demands of businesses, those really concerned with the environmental protection. "Environmental Impact Expertise Center" SNCO should become a completely new structure empowered with new and powerful capabilities.
The working discussions are combined with debates with a wider group of representatives of environmental organizations, environmental activists and experts.
The key points of the draft law are to:

 Introduce an e-government system starting with the EIA application,
Enable an international expert or group of experts to be involved in the process,
Ensure transparency of the environmental impact expertise process,
Comply  legislation with international legal standards,
Clarify the employment status of experts,
Specify the framework of basic documents, the types of activities, etc. subject to EIA and expertise.
In the upcoming 2-3 months, the new draft law will be finally ready with all the institutional solutions. It will be submitted to all stakeholders, after wide public discussions it will be put into circulation in the prescribed manner.
As a result of these amendments, we will have a center of expertise mandated by the state, which will be empowered with comprehensive powers, will be more influential, supervising serious in-depth and substantive functions.
